Lee grabs the crossbow... not really subtle but you never know when it could come in handy, are their any grabbling bolts for it? maybe a net shot? Regardless Lee thanks the man.
"Well Grimer stick with us and we can make sure we have plenty of Ice Cream.
"Well if you watch after me and the rest of the crew we'll look after you and your crew. You just let me know what you need and when... Actually, How many Mark 1V's are there? I may be able to outfit the crew with them? They can travel with us to Saffron? Sound good? But, if you're going to be keeping track of both My crew, and your Im gonna need you around more," Lee holds up Drowzee's pokeball, "You always being in this ball is gonna get in the way. From now on you're out of it until you ask to go in, and as far as a name, thats your call." (fyi, i gave Drowsee Capability training to increase his intelligence to 5) (Golett got mixed sweeper 1, and Shroomish got Attack Conflit)
#this is assuming events transpire a certain way up here so it may pan out differently.
Lee walks out of the room and finds (Drowzee). Changing out of his disguise, "Seems like the crew is excited and ready to go, money and power interests, they should be a good group to work with." Throwing on his new R embroidered trench coat, "Ready to go meet the team?" (this speech is assuming Lee feels comfortable to be able to talk about the mission this openly at this venue)
The two walk out into the room and head up to the front, "Alright everybody, Alright. Welcome, welcome. Now I had been informed that you are a capable crew of thugs and criminals, but Eddie didnt tell me that I was getting the best looking group of Rockets too?" Lee chuckles and flashes a corny smile. "Now for those of you that dont know, my name is Lee, and although I'm new to the organization I feel that between the lot of us we should be able to accomplish some great things. Team Rocket is going places. You've no doubt heard about the plans for Saffron. And WE..." Lee places both hands on his chest, then points one finger forward, ..."are at the tip of it. Operation Safe Streets; we are tasked with preparing the underworld for the invasion of the over world. This will stretch some of us. Some of us will be sneaking and infiltrating, others of us will be info gathering, some of us will be kicking down doors and busting some worthless gang members, but ALL of us..." Lee pauses and looks around the room, "Will be kicking ass. Saffron is an ambitious project, and O.S.S. is an ambitious mission. But when we complete our mission I will be SURE," empahis, "that your contributions will be rewarded. "Lee smiles and shrugs, "...and im sure we will find a few odds and ends to fill our pockets along the way. Now lets enjoy and take some time to get to know each other, I'd like each of you to find me at some point tonight and give me your name, and what you bring to the team. Enjoy! And Go Rockets! Lee and Drowzee exit the stage and Lee whispers to Drowsee, "If you can double check what these guys are gonna tell me with what they're thinking, I need to be sure what these guys are capable of." The pair then mingle and start meeting the team (Im assuming some will stand out and be more of the individuals I call/ rely on, and others will just be grunts)3d6+2

#Alright, its a bit too late tonight for me to come up with a bunch of unique characters, so I'll ask you this instead. How many unique rockets with personalities do you want? Anywhere from one to every single one of them. I'll post them up tomorrow, once I know how many to make.

I more just wanted to know what my team is capable of, not their name and up such specifically. Are a couple of them stealth? Maybe one is a beast. Maybe there is a physic. At most 5.

The rockets have mixed backgrounds. A lot of them were local toughs that were recruited somewhat recently, having mostly done petty theft and maybe a little assault. There are a few con men turned team rocket agent, as well as one guy who used to be a rocket scientist before getting on the wrong side of the head scientist and being demoted to grunt. You have one or two second story artists as well, but the vast majority is pretty much just muscle. Of special note is the pair of rockets that did not fall for any of your tricks. They introduce themselves as Tom and Tal, and explain that they were child soldiers who were rescued by one of the team rocket founders and are serving the team in order to pay back that debt.

Lee gives the group orders to pick up some gang outfits, nothing sporting any R's. He divides the group in two 2 pairs of 6 (a and b) and assigns each team a leader. intuition 6w9i0ehN4d6+2Lee keeps Tom, Tal, and the scientist for himself. Lee calls the Old Woman from Saffron and has her organize two safe houses for the two teams, he then tells each team to move out, stay in small groups, but stay close enough to back each other up if they run into trouble on their way to the safe houses. (he makes sure to distribute the smokebombs to the group evenly) Lee has Tom and Tal head down to the lab to grab 3 mach IVs, and looks over the scientist to see if he thinks he's capable intuition 4d6+2. If he thinks he is he tells the scientist to grab everything he may need to help the team out, "... open a req form, get what you'll need, but try and keep it inexpensive. i'll get Eddie to give it to us, just don't make a seen and get the head scientist involved." Lee finds out which of the thugs use to be in one of the Saffron gang and gets the scoop from him. Once everyone is all loaded up, Lee and his team of 3 heads out to Saffron to the Rocket HQ there. (also whats the grimers stats Is the crossbow just a struggle attack with range? and what is a second story artist? ) 4d6+2�4d6+2

#Crossbow counts as a ranged weapon, and follows the rules for them in the players handbook. Grimer is level 11, and you can go ahead and pick its nature, gender and ability. "Second Story Artist" is a term used to describe burglers that sneak into houses through the windows, often times coming in from rooftops and leaving via the same. Generally they are a caliber of criminal with a bit more stealth and a bit less force.
The different groups head out while the one that knows stuff about the gangs stays to brief you. He talks for a while but the important parts are as follows.
There are a ton of gangs in Saffron, but only four with any real power beyond a street or two. One gang hangs out in the south of town and is largely made up of psychics. They are mostly kids from the psychic school that exists inside the gym that have a bit too much energy and want to blow of some steam. They tend to get seen as an elitist group, but generally are the least violent or harmful to those that don't directly oppose them. In the east part of town there are two gangs, who are rivals and have been fighting over territory for years. The Golem Gang and the Machamp Mob are both mostly made up of typical crooks and hooligans. They want to make money and have power. Gang members tend to use pokemon that are in the evolutionary line of there namesake. The leaders of the two gangs used to be friends, but are now mortal enemies. Finally, the gang that controls the north and west part of town, along with most of the middle is made up primarily of ex-martial artists. It has a very active and effective recruiting mechanism that makes people feel like the gang is family and has an enormous number of members. Its high ranking members are extremely strong martial artists and trainers, but it maintains that there is no rank in the gang, and that everyone is just family. The goal of that gang is to carve out a life for its members in the streets, and it doesn't really make anyone a profit and doesn't commit crime in any organized sense.

"Alright ______, thanks for the info. I.ll see you in Saffron." Lee meets back up with the 4 (Tom, Tal, Drowzee, and The scientist). On the walk to Saffron, away from ear shot of any listening ears, he delivers his plan.
"The East part of Town should be easy, I'll just send some guys to recon what group would be better for the rockets, and we back them in a takeover. The Martial gang and psychic group could be a little more tricky. We'll need to appeal to the martial artists goal of helping its members, if we play it right we could simply recruit them into the rockets," Lee looks over at the twins, "I'm sure you two could play a big roll with that." Lee then looks over at Drowzee, "And I'm gonna need your help for the psychic group. Those kids aren't gonna listen to me, but they may listen to a powerful psychic type and his friends." Lee looks off into the distance, "this will be tricky... But we should be able to pull it off, then will be kings of Saffrom," Lee says with a laugh.

As you are walking to Saffron you notice the incredibly well maintained grass and hedges that are the mark of FTL Landscaping, along with the right angles and perfect squares that are the mark of the strange old man and bizzare lawn mower that also worked on this route. Everyone seems generally ok with your plan. Tal asks if you want them to go ahead and join the martial artist gang and then report back. The scientist meanwhile asks what his part will be, while the drowzee reminds you that whatever your plans, they need to be fast acting, as the takeover is happening in less than 12 hours.

'twelve hours?!' Lee thinks to himself. The boss man gave us possibly just enough time, everyone will have to be on their a game.
"Tal and Tom, did you grab those Drowzee's I asked you to?" (assuming yes?). "Drowzee here's the plan, I need you 3 to try and impress the psychic group in the south part of town. They're psychics from the school, but they're just kids, and shouldnt be much trouble for you three. Maybe try and find one of them asleep and go all 'divine vision' on them, but the bottom line is that you wow them, then you lead them to the rockets. If there's anything you can do to establish a link with me in case you need me do it now, if that doesnt work I trust you know how to use a phone, or that you'll figure out someway to contact me." Lee puts a hand on Drowzee's shoulder, "be careful out there, if I dont see you before the fireworks starts come get me out of the trouble im in."
Turning back to Tom and Tal, "Lets have you two go ahead and get into the Martial Artist gang, put feelers out, see who the big dogs are, and then report back to me. If something happens and you cant contact me, appeal to the family aspect of the rockets, let these guys know that they will be taken care of. If nothing else works, if they refuse to work with us and they look like they're gonna fight back.... make it difficult for them to. But thats last resort only." (they should still have one Drowzee to use)
Lee pulls the superPoke vile out from his bag, and hands it to the scientist, "Are you familiar with this? It increases the power of a pokemon exponentially, but leaves the pokemon feeling exhausted afterwards. Do you think you can figure out whats in it, and make more? (his answer will change a little of how this next part works). "Alright, then I'll need you to meet up with A team. They'll be scouting out the Golem Gang, and the Machamp Mob. After I get there scouting reports back I'll need you to approach the gang we favor along with one of the con-artists from A team. You are going to pitch the power of the Rockets, and how we can help them take down their rivals once and for all IF they will sign on afterwards." Lee points to the vile, "This powder will be the key. You'll give them this, and as much as you can make, IF they decide to join us, then A team will accompany them on an assault of the other gang. MAKE SURE our guys dont take the powder. When the other gang's pokemon are left exhausted afterwards, if we think they may not be as valuable as we wished we can finish them off."
To all 3 teams, "I'll be floating with B team to back up you three as needed, you have my contact," Lee passes out the radios, "and these. Be clever, stay on your toes, and dont bite off more than you can chew. Lets make it happen team."
Lee texts the A team leader, "scout out Golem Gang and Machamp Mob, in 2 hours give me and update, then report to (scientists name) for further details. Good luck."
Lee texts B team and has them meet him and the Saffron Rocket HQ, where he checks in with base to see what the invasion plans will be/ await word from his teams. (actually, would there be a flying type I could use to get around the city in a hurry? Im not sure If there would be something like that I could borrow from the Saffron HQ.)

The drowzee request that a grunt be assigned to walk around with them in order to avoid having to deal with people trying to capture them or something. Whether you or not you comply they head towards the south of town.
The twins simply nod and head out.
The scientist looks at the vial and says, "I do know what this is, as I worked on it for several months. Unfortunately it can't be synthesized, only grown and I don't think we have the weeks it would take to do that. Still, there is enough here to work on several pokemon, and I can whip up something that will do something similar to a much lesser degree. I will give the real stuff to the group leaders, and the lesser stuff to the cronies. Should still work out to the same sorta stuff." The guy gets a wicked gleam in his eye. "I can also make something that is similar to this but wears off much faster. If we can sweet talk both sides, I can give whichever team that we don't like the drug that will knock their pokemon out 2 minutes into the fight. What do you think? Too complicated to go for both or should we go all out?"
After you resolve his question, you head over to the hq to meet with some of the other leaders. It seems that there are about ten guys at about the same level as you in the hierarchy, with four bosses above you, and a couple of even higher bosses that are not actually taking part in this operation. The commander that is in charge of the street conflicts, and thus your direct superior is a red headed woman with a whip named Rikia. You give her the outline of your plan and she seems on board. She says that her biggest concern is with the martial artists group, and she wants to know right away if your agents decide turning them is not going to be possible. She wants to sent the full force of the rockets against them as hard and as fast as possible and give them the least time to prepare. The attack on that group will likely be the first conflict in the attack. You ask about flying pokemon and the lady says that she is going to keep the town grounded. She wants no chance of enemies using the air, so she is putting out a standing order to take out any flying pokemon seen. She will be traveling around on her Arcanine, and she has a few folks with Dodrio who can help out as well, but there is not enough to dedicate one to a single person bellow commander level.

Lee agrees and sends a mentaly stable grunt from B team along with the Drowzes
Lee asked for specifics of how much the scientist can make of the Knock off Powder, AND how confident he is in its ability to act as described, before preceding with the plan to give it to the other group. intuition RV3|KuF04d6+2. If he is confident in its abilities than I will order him to begin making it, but not to approach the other group with it.
After hearing what Rikia has to say and decides to head out near the M.A. part of town, sending a message to Twins asking for an update. He also orders B team to move to a safe spot putting them between the South and West territories (M.A. and Psychic group.)4d6+2

You contact the twins and get this as a reply. "We have been invited to join some sort of swearing in thing, but its not scheduled until after the attack. Until then I don't think we are going to meet up with anyone important, just the leader of the little group that we are currently in. How should we proceed?"

To the Scientist. "Alright make it, but dont give approach the other group. I dont want them finding out were feeding both sides and turning on us. For now we'll approach which ever team our scouts think is strongest."
To the Twins "Alright, if you're able to meet up with me at (safe spot)."
To Rikia "Need a photo of some top players in the Martial Artist Guild ASAP, if we have a video/ audio file too I can work wonders."
Assuming I get the photo/video/ audio Lee will gather what he needs to make the disguise (not of the leader, but someone high up. He will not be in disguise yet though. He will throw on a basic Martial Artist Guild wardrobe from what he sees.)
Lee works his way to the meeting spot, trying to feel out the ebb and flow of the gang culture for the M.A.'s. Especially where their power players might be located, how they great each other, etc. guile xCm|Ceav5d6+2
(assuming I can get what I need from Rikia, When I meet up with the twins I will share the photo with them.) "This is our target, he's high up in the food chain for these guys. We need to get him alone, and talk to him. Hopefully he'll be on board for what we have to offer. If he doesnt, well have to get what we need off of him so that I can go and pitch the idea for him." Lee looks at the twins, "I hope it doesnt, but this may get.... messy. However, I would rather he get a little uncomfortable than we enter into a street war with the whole gang. Are you two okay with this?" (assuming they are, the plan will be to find the guy, capture him (we can get close hopefully by dressing as M.A.), then moving him to B's safe house. IF we move at night we have one pair of thermal goggles (which will go to one of the twins) and enough darkvision/ gasmasks for all of us to use.)

"The martial artist gang is on the news all the time, so I can get you some video easy. Your not going to get interviews or anything, but you will get to see some of them shouting at police or beating up other gangs and such." She has the appropriate media sent your way. After watching a few videos and talking with a member that had been in the gang, you don't find anyone that quite meets your expectations but a few that are pretty close. It seems that the leader is extremely charismatic, and does not have much command structure besides himself above the street level. The gang is made up of hundreds of little four to ten man groups that patrol a given section of the city, and each of those leaders reports to the leader man, though even those that are not leaders seem to have fairly regular access to him in the swearing in ceremony, which seems to be an enormous rave/dance thing where all the current members that can dance with new members. Their are only a few people that seem close to mid level players in the gang. There are two women who spend a lot of their time with the leader and seem to be bodyguards/girlfriends, there is an older looking guy who runs one of the more central streets that seems to be personal friends with the leader man, and there is a guy and a girl pair that run a section of the group that is cut off from the main group by the ranger headquarters in the west side of town, and kinda run that section like the leader runs the main one, but stop by to get direction from the main leader.

Lee asks the twins what kind of permission they have been given as new recruits. Are the some what free to wonder to different gang help areas and talk to other gang members? If they have such freedom, Lee sends them to try and talk to the guy/girl pair by the ranger station. "Ask about their relation to the gang, how they feel about its current organization. Press them for any doubt they have in the structure/ gang itself. If you find that doubt, fill it with Team Rocket. And stay in Radio contact, check in every hour. Safe word is Nebula, if you need back up, the word is Gravity."
Lee gets what he needs to put together a costume of the gang leader, and heads over to the side of town where the Older Looking Guy is. He hopes to find a time when he can sneak in and talk the man alone, or at least use the disguise to get close enough to make him talk alone.
Lee sends a message out to Drowsee, "how are things?"
