You enter Celedon City at around 3pm. The place seems brighter than Saffron, and there are a lot more plants. In general the people seem more at ease and less wary. All in all, it seems like the perfect place for a up and coming crook.

As Lee walks into the town he can't help but smile, this place seems so safe. Which means the people here feel safe. Which means the cops can sometimes get lazy/ make easy mistakes. Lee can't help but whistle as he walks down the side walk. Not forgetting that he has to make contact with his Rocket friend. Lee finds a secluded area, remaining in sight (imagine a park, or something) and makes the call.

A friendly and enthusiastic voice answers the phone. "Is this the new partner I've been hearing about? Come on down to the game corner, ask to see the manager and we can talk in peace."

It had been awhile since Lee had tried mimicking someone... He saw this as a great time not only to dust off his old bag of tricks, but also to prove himself (and mess with) his new partner.

"And What if this had not been your new partner? Hmmm, what if this had been a undercover agent or a cop?" Lee gives a chuckle... an old woman chuckle, "Just giving you a hard time, your new partner is on the way, make sure you prepare a warm welcome for him." Lee hangs up

I'm going to assume you head to the game corner after the phone call.
It takes you a few minutes to find the place, but when you do, you wonder how it was hard to find, as it is bright and flashy. There seems to be all sorts of gambling games along with some sort of live battle entertainment. You ask for the manager and are quickly taken to a back room. The manager in question is an incredibly unique looking individual, being close to seven feet tall, with bright blonde hair and sunglasses that he is wearing inside. He has a car salesman smile, and when you talk you know for sure he is the man from the phone. "You must be my new friend. Welcome to Celedon." He motions to a chair in front of his desk. "Please make yourself comfortable." Once you have done so, the man extends his hand. "The name is Eddie. Pleased to meet ya. I heard you are a man with ideas. Lay a few on me and we can get you started here in Celedon right away."

"Nice to finally meet you Eddie." Lee says leaning forward to shake the man's hand. "Lee. Well I can try to come up with something here. But what do we have going on? What are your current ventures out of Celadon?"

"As I'm sure the old lady already told you, Celedon is not the most happening place as far as crime goes. For the most part Celedon is used as a location to sell goods or launder money. We have a few street vendors selling various pokemon, plus this game corner, which makes a fair profit legitimately, but also serves as one of the places that the big bosses like to funnel money. We can also give out some of the pokemon we have acquired as prizes in the game corner, and it has a fairly large secret base underneath. We do training for new rockets there, along with storing a lot of our merchandise and such. For the most part we want to keep ourselves as clean as possible in this city, but a little extra business won't hurt, as long as we keep things discrete."

"No, no, I agree." Lee says, "Discrete is good, very good." Lee leans back a bit, kicking one leg over the other. (now this is all going to be based off the little I know of Celadon from the games and such). "Eddie Celadon has one of the largest markets around, The (Celadon Mall/ Tower) is full of products, money runs in and out of this town... but do you know what else Celadon is known for?" Lee pauses for a moment before waving a hand through the air, "beauty! Between Erica's gym, and the forest surrounding the city, Celadon is a place ripe with natural beauty." "Lee leans forward a bit "But what if it could be even more beautiful.... even more pristine." Lee begins the next sentence with a whisper, slowly crescendoing. "What if we can recreate a beauty that has been out of the reach of man since the days of Ho-oh. Every day at noon, absolute perfection." Lee uncrosses his legs, and snaps his pointer finger out, "I have met a man who can accomplish this feat.... but not alone. If we come alongside him and aide him we could have him sign the whole thing to us! Not only that, if a "landscaping" business were to be responsible for such a feat they could land any job in the future, perhaps working the landscaping of the pokemon league, or a gym, or a large corporation. We would have an in almost anywhere! Think of the "business ventures" that could flow from a job at one of those locations!" Lee shrugs, "And while we close down the route for work, no one will notice if some pokemon go missing." Lee stands, "Put me in charge and I can get this all started for yah, I can get the approvals and signatures you'll need. All I would need is money and resources, which I doubt the Rockets lack." Spreading his arm, "What'ya say?"

Eddie looks at you with a stern expression on his face. "You want to extend Team Rocket into landscaping?" he asks incredulously. Then his face breaks out into an even wider grin than before. "I like your style kid. What this team needs is some creativity and you seem to have that at least. I'll get you the men and money you need to get this off the ground on one condition. You have to come up with a good name. The name needs to be snappy and catchy, but since its us, it has to subtly reference the true nature of the business it conducts without being so obvious that anyone who does not already know will catch on. Do that for me kid and we have a deal."

"I like the idea of it kid, but it doesn't really roll off the tongue. I'm also not sure if the majority of folks who hire landscapers care about deforestation or not. If you don't have anything better we can go with it, but I think we can make something a bit more snappy. Maybe just switch up the tag line. The basic name has potential."

"Well for this thing to work in the long run we'll need it to be a legitamit business. We will only actually need a few Rockets in the actually company. Some to be our break in and security experts, and some to help us launder money if needed." Lee waves his hand, "But thats all down the road, for now we'll just need some guys who can help this coot with his plan, and some guys who can help us capture some pokemon while we have the route closed down. For now we'll need FTL uniforms for all involved. And I'll need one as well. And business cards...." Lee puts his hand to his chin, "To explain FTL's sudden appearance we'll need to pitch that it started in Liacara, much of our work got displaced after the war started, and we're trying to start back up over here." Lee nods, now pacing back and forth across the room. "Yes that should do it. Of corse Erica is bound to be suspicious, it would be good to get her on our side, that and Im not sure if there's any public official we need to run this by. I'll leave that to you to figure out, as for me, I have a coot whose plans I need to grab, I'll be back after I get it." Lee turns to leave, but then stops "I almost forgot, my contact in Saffron said you could tell me how to shut this off?" Lee hold out his pokedex.
(Im not sure if Eddie will have anything major to say to follow this up, If he doesn't Lee wants to get in earshot of Erica in order to copy her voice, and then he wants to try to find the old coot again.)

"I'll get folks working on the uniforms and cards and I'll assign you a few men to do the work in the beginning. To help your story, I can try and include a couple of our new recruits that are actually from Liacara. As far as opening a landscaping business, there is little in the way of paperwork, but if we want to do work on one of the routes we are going to have to get ourselves hired. I'll see what I can do about that, but you might have to start a bit smaller, and do some local work in order to build up a reputation. I don't suspect Erica is going to factor into this much at all, though she might be a potential client, as she does a lot of work setting up gardens and such inside the city. Anyways, I'll make some calls and get it going, you get your plans." It is a short walk out of town and then another short walk before you spot the man again, who seems to be cutting a section of the route blade by blade.
