The rattata moves as close as it can, and then closes its eyes, seemingly focusing its energies.

The rollout gets close and the rattata jumps up and tries to suckerpunch Gollet from a strange angle. Either way you get 105 xp to distribute amongst your pokemon after the fight is over, and you get 1300 pyen from the gambling money that the little girl collected from the fight. If you win then the guy is humble in defeat, shaking your hand and telling you that you did a great job, but only after the crowds leave. Knuckles rips off to the side after taking the blow, uncurling from his defense curl, eyes spilling. Lee recalls his partner, scowling for a flash before assuming his usual smile. After the crowd dissipates: "You too, it was a close match indeed! Im glad I didn't use Drowzee's disable to keep it close..." Lee rubs the back of his neck "... although I feel like he may be mad about that..." Lee snap back to attention and looks at his opponent. "I like your style though! I assume the two of you work together? You played of the crowd well, and you know how to handle your pokemon to boot." Stroking his chin and raising an eyebrow. "Who are you guys working for?"
Lee hopes to talk the two into working for him, not for Team Rocket, but for him. Lee wouldn't even mention Team Rocket, but would mention that he's building a team to try to carve up a slice of the underworld, not only that, but he can teach them a few more tricks of the trade as far as conning goes.

The girl says that she and some of the other local orphens have banded together into a loose collective that set up these street fights and make money off of them. The guy is one of the regulars that work with her group and is willing to swing fights if necessary to make the most money. So far they have managed to keep out of the sites of anyone big in town but depending on what you are thinking about doing, the girl has connections with about twenty other street urchins and 10 or so trainers like this guy that work with the kids regularly.

Lee gives the two a one over to make sure he can trust them, or at least see if they are undercover or anything. Perception RSiGg|UN3d6+2
Lee pitches an idea to the girl of creating a "man" who could be everywhere at once, striking and robbing key points of the city at lightning fast speeds. He would be impossible to catch, untraceable, and everywhere at once. The man would be an organized group of Lee and street urchins, dressing in the same outfits, creating the persona of a man who could steal anything.
Lee returns to base, dropping his pokemon off to get some much needed rest, and then grabs some gear for his team (hopefully getting his two recruits geared up and working out a bug free mode of communication (this will include getting them both a gas mask, and darkvision goggles identical to mine (I would like to grab as many as I can we'll call it, personal stores of equipment, direct orders from Eddie guile5d6+2 )). Lee also approaches Eddie with a plan. The gist of the plan is a move to get someone in our pocket, into power. "... I know you've no doubt heard about whats happening in Fuscia, these are uncertain times, people will be looking for someone who can help keep our city safe... using the attack of Fuscia as a spark, we find someone who will work with us, and then provide a "fire" for them to put out. We get a ton of our guys to 'attack' the city, our guy/ girl/ group rides in on a white horse and saves the day. After that they will be immortalized! In a time where cities are held captive by unknown forces they'll be put into some major positions in no time! ... or at least start on there way. We just make sure we keep them in our pocket and then we have even that much more leverage over this town."
Unless Eddie thinks he needs me around to help hatch up this plan, Lee also expresses his want to go to Lavender town. Personally to obtain a ghost pokemon, and work wise to check on the Rocket members that went missing. He'll ask for any gear they know that could be helpful/ a description of the guys who went missing. If his two "team mates" or any of the urchins would like to join him they would be welcomed, they could practice a heist along the way.
If im leaving for Lavender for a short time I will check base one last time with the urchins, assigning them the tasks of; finding good spots/ items for us to hit; finding more people interested in joining; spreading rumors of a man who can steal anything (to build drama and suspense of corse); and what they should be on the lookout/ listening for. And once more establish a clear mode of communication.

The kid and the trainer seem like legitimate fight riggers. They listen to your plan, and think it sounds pretty funny, but are unconvinced of its merits. Petty theft does not make any more money than what they are doing right now, and is much more dangerous. Unless you are willing to share a bit more in the way of long term plans they are not interested in participating though they are willing to start the rumors just for fun. You are able to requisition several suits, masks and radios from the rocket store house, so if you can convince them you'll have the tech. Meanwhile, when you bring up the putting guy in power plan to Eddie he says the following. "That is quite the plan, and would likely be very effective, but I'm afraid Team Rocket has just moved to a slightly different phase of our operations. Tomorrow we will be taking over Saffron City directly. Most of my men are heading that way to assist in the operation, and its a place that's going to be filled with promotion opportunities. You could do well there, and I'll send you in charge of a good chunk of my men if you are interested. If not, no big deal, but you seem like the kinda guy with big ambitions, and no where is going to be bigger than Saffron tomorrow."

Lee shrugs, "I wasnt planning on holding up convenience stores and pokemarts. I was talking high profile thieving. But maybe it is a silly idea. Remember, big personalities sell. And watch where you step, The Rockets have something similar up at the gaming center, if you push to close to them then they might push back. Or, if you guys work with the rockets they may be able to help you guys expand your operation, think it over.
Lee ponders a bit, "This seems a big undertaking, and quite.... offensive. Seems like our shadowy organization is stepping into the light with guns a'blazing." Lee wonders what these rockets could be planning, and tries to see what he can learn. intuition AOt7yLuT3d6+2 "Why not simply infiltrate the city? Why take over an entire city? #They have rocket suits in several different fashions and color choices as well as a few climate specific ones for extreme cold or extreme heat and the like.
Gamble Folks: "We find that the clientele that frequent the alleys to gamble and those that frequent the game corner are fairly different, but we have been careful not to step on their toes all the same. Anyways, the risk reward ration for this particular plan sounds a bit too high for us, but feel free to throw any other schemes you think of our way."
Eddie: "Team Rocket is an organization that wants to make money, but it is also an organization that seeks power. With power comes responsibility. If we run everything and we do a poor job, what we are running is worthless. Saffron currently has a lot of crime and a lot of issues and we think a direct military approach will be the best way to keep it safe. Ultimately criminal organizations make money off of the hard work of the non-criminal and so it is in our best interests to make sure everyone else is a safe and secure as possible so that they will have something worth taking. We are in it for the long term, not merely a parasite, but a symbiote. Many things threaten Kanto now and it needs the leadership that Team Rocket can provide if it is going to survive."

Lee rubs his chin... "The war will be here soon, if it isn't already." Lee shrugs and sighs. "Well if we're gonna make it through this we might as well make it through and come out on top. Shoot, we keep Saffron and Kanto safe and we may even come out on looking like the good guys. Let me know what you need boss, hopefully something that plays to my skills. I don't know how I feel about being on the front lines. Give me a good costume and a voice to mimic though and I'll have them think you're coming from the opposite side of the city."
Lee pats his equipment bag, smiling and putting on a sarcastic tone. "and speaking of war's and front lines... How's a guy supposed to keep himself and his pokemon from getting killed around here? Tell me the lab has something good cooked up they're just dying to try in the field".

"How does fake gang leader sound? One of the biggest opponents we are likely to face during the attack is the local gangs. I'd like you and some of my men to attempt to act as a local gang and convince other gangs to join instead of fighting or at least cause in-fighting and reduced organization. That sound like something up your alley? As far as weapons go, we do have a very active science division. In fact the best scientist that we have ever had is based in this town, though she doesn't communicate with me much. I just got a new product from her last night that might be useful." He tosses you a small vial of a red powder. "It will temporarily boost a pokemon's power by an enormous amount. The effect will last about an hour, at which point the pokemon will be out of commission for about a week. Not the nicest of drugs, but it can be effective in the right circumstances. Better than the old version that straight up killed the pokemon after the boost wore off. Also, those Mark IV drowzee have some special features. They can meld minds with each other in order to increase their psychic power, and the can allow themselves to be remotely controlled by a trainer. You will jump inside its head and will be able to move its body, see what it sees etc."

Lee catches the vile, and looks it over. "Thanks boss, I'm sure I can find some interesting uses for this." And after hearing about what the Mark lV's can do Lee leans back and says "So thats what makes um so special... huh." After Eddie finishes, Lee stands up, "Sounds like a plan boss, should be fun. Just let me know where to rendezvous with the new crew. Im gonna stop by the lab and have a talk with the boys, I have a few things I'm gonna have to pick up for the crew. Have them meet me up in the game corner later tonight And If you can have one of them bring me the dossiers of the gang leaders in Saffron I can start thinking up some ideas on how to best fool these chumps." Lee extends a hand to Eddie, "Pleasure doing business with yah boss, I'll keep in contact once we're in Saffron." Lee chuckles, "Just make sure to let me know before the fireworks start, alright?" Lee leaves the boss's office and takes the elevator to the lab floor, stepping in he looks for someone who seems tech savvy. His hopes are to get a mask for his men then will work as a gas mask, while also being able to switch between dark vision, thermal, and normal goggles. He'd also like to pick up a fair amount of flash grenades/ smoke bombs/ etc. Lee also tries to see if he can get his hands on a Ditto, or a grimmer. Also, I'd like some kind of weapon, or at least something that could let me participate in ranged combat. I know a gun seems a little OP, but if there is something discrete I could keep on my person incase things go south that would be awesome, If not, no harm done. After that Lee takes the elevator back up to the medic ward, to check how Knuckles and the Drowzee are doing. For the rest of the day he will just hang out with his pokemon (mainly Knuckles, Quincy, Smog, and Drowzee, just getting some much needed rest, pranking most of the rest of the Rocket Staff. (Acting like ranking officers to scare people, setting up some trip lines. Pyen on a string, and what not), and then laying around and relaxing. At some point Lee would like to talk a little more with Drowzee, after hearing more about what the Drowzee is capable to do, he wants to make sure it's comfortable, not afraid of or angry at humans (or able to feel at all). Overall he wants to make sure that Drowzee isn't hurt or in any kind of pain mentally. guile (for pranks) 90C4IBVH5d6+2charm (for relaxing) 3d6+2intuition (for talking with Drowzee) 4d6+2After this Lee awaits his crew up stairs.... but nor before calling with Eddie's voice and setting up a private booth, with some lavish food and drink. "I'll have your crew meet up with you at nine tonight. We don't have a dossier, but one of the crew you will be running is a former Saffron gang member and has intimate information about the gang scene accurate as of two weeks ago. I'll be putting you in charge of a team of 15. They all have different talents, but they'll let you know when you meet with them." He reaches into a drawer in his desk and pulls out a packet of paper labeled: "Operation Safe Streets" and hands it to you. "That packet has contact info for other teams as well as some basic details of the plan and info on many of the rocket run groups already in Saffron. If you have any questions about the mission, you will find it in there."
You find a technician in charge of the apparel section of the rocket gadget library and you explain what you are interested in. He says that there are plenty of straight gas masks without night vision, and there are plenty of night vision goggles without gas masks, but only one that combines the pair and only two pairs of thermal goggles. Heading to the weapon section, you are able to find a lot of smoke bombs, but nothing like a flash grenade. You don't find a ditto, but there are several grimer pokeballs up for grabs in the pokemon area of the place. As far as weaponry, Team Rocket seems pretty lackluster. The guy in charge says that another team just took all of their rocket launcher stuff, and they have never had any guns, but he can hook you up with a pretty snazzy crossbow if you are interested.
Your pranking gets mixed results. A few people are furious, a few people chuckle when they see what has been done, and a pair of young looking rocket agents that appear to be fraternal twins see through every trick and trap even though you try several on them. They avoid every trap, but they keep a perfectly straight face and don't act as though they are even being pranked. When you talk with your drowzee, it communicates that it has no resentment towards you, though as of yet has no real investment in you either. It will do its job as long as its job does not interfere with the few things it cares about and it will always be will to give advice or put in work if necessary.

Lee grabs a Grimer, and picks up the 2 thermal goggles, and 2 more individual dark vision goggles and gas masks. He also inquires more about the crossbow.
Lee asks the Drowzee what it is he cares about, and if there's something he can do to make sure they stay protected, or at least thst he doesn't go interfering with it on accident.
Lee introduces himself to his Grimer, charm 8q5lF5Pe3d6+2
Lee and the gang get a good laugh, and Lee shrugs the twins off as being Psychics, he doesn't have much luck with psychics.
while hanging out with his mons waiting for the meeting tonight Lee will look over the operation notes, "Safe streets... I hope so." Lee looks down at his pokedex, Returning to Saffron brought up some mixed feelings, it reminded him of Ivan and Mileva, and he wondered if they were still in the city. Just incase, he sends them a untraceable text (which can arrive whenever, I hear they're dealing with legendaries. This is fluff more than me wanting to interfere with their story) "Get out of Saffron, isn't safe."
Around 8, Lee heads to the meeting point and adorns some sort of disguise, as people show up he asks about the mission, and the "Guy" in charge (himself), trying to get the feel of the team Guile 5d6+23d6+25d6+2

The weapons guy says that there is little to tell about the crossbow. You point and shoot, and its got enough stopping power to take down most humans, though it takes forever and a half to reload. Your new grimer say that it really likes ice cream, but doesn't really have any other dreams or ambitions. #If by grimer you meant Drowzee, then it says it cares about the Mark IVs as a collective and it cares about its creator, the scientist that wrote most of the changes to its genetics. When you arrive at the meeting, the general feel seems like excitement. It seems that a lot of the folks have gotten tired of sneaking around, and are looking forward to cutting loose a bit. Their is a general interest in promotions and possibly loot as well.
